Description
- Take the census and quantify the activities really implemented from the beginning of the program
- Estimate the relevance of the implemented activities;
- Link the achievements to the results obtained by the program and confront them to the results expected in the financial convention;
- Analyse the used follow-up indicators and offer some others if necessary;
- Estimate, through field surveys, the perception and the knowledge that territorial collectivities, providers of services, DRCN agents and other parties, have of the programme;
- Estimate, through field surveys, the knowledge of the environmental education by teachers and the training mechanism of the teachers;
- Estimate, through field surveys, the applying of environmental education in primary schools;
- List then to analyse the assets, the restraints and the difficulties of the program implementation;
- Make recommendations and offers for the continuation of the program activities and the actions sustainability;
- Analyse in detail the sand bar control implementation;
- Estimate the impact of results on the expected reach specific objectives and on the contribution to the global objectives of the programme;
- Confront and to analyse the implemented costs and the costs planned by the program with the activities achieved and to be achieved, with the obtained and expected results and with the real expected impacts. The reliable datas are certainly insufficient to achieve a real costs-advantages analyse (cf Financial and Economical Analyse Manual from the European Commission), but the expected reflection will have to take inspiration from them;
- Identify factors generating succes (positive impacts) and the delays of the program. That will require, among others, to ask the question of the conception, the programme implementation and management (as a financial and organisational audit is planned, this issue will not be detailed by the present evaluation);
- Estimate the roles of each actor of the program (National and regional Cells, Technical assistance, National Direction of Nature Conservation, Regional Directions of Nature Conservation, ANICT, ABFN, National Direction of Basic Education, teachers training, NO and his services, ECD territorial collectivities, providers of services, etc.) and relations between them;
- Make a list and, if possible, quantify the main existing or foreseeable problems in the implementation and the management of the programme;
- Make a list of the other interventions, present and planned within 5 years, in the one on the SBC and DES matters and at the national level as regards environmental education;
- Examine the several possibilities of the action prolongation (through a codicil to the financial convention with or without financial incidence) and the main activities to implement.
