Description
The purpose behind this study was to determine skill shortages in the economy, which could be filed by Maldivians as well as to contribute to an inter-ministerial committee tasked with developing a Human Resources Development Master Plan (HRDMP).
As well as an analysis of the current situation, the study explored levels and types of entry qualifications that would be most desirable for occupations in the future, and explore how these can be met most economically. Gender equity was an important component of the study.
Services provided:
A skill needs assessment survey was undertaken and focussed on high level skills to help planners identify potential and priority areas for further investment in post secondary training and higher education. The survey involved individual and group interviews and focus group discussions.
Two levels of study were undertaken. A macro study, or national level study, identified skill gaps by broad occupational groups or sectors, sector prioritisation and potential shortages. The micro study, or sectoral study, focused on specific skills, potential supply, training constraints and solutions.
Recommendations were made for a policy framework to support the HRDMP. The recommendations also addressed the questions of equity.
An estimated cost benefit ratio analysis was completed across the following sectors: tourism, education, health, air transport, and construction.
