Description
The European Commission (EC) plans to participate in a multi-Donor project in support of judicial reform in Viet Nam. The Justice Partnership Programme (JPP), with an indicative Donor budget of EUR18.7 million, has received the approval of the Prime-Minister of Viet Nam. Apart from the EC, Denmark and Sweden will support the project. The JPP consists of three components: i) capacity-building support for the Ministry of Justice, Supreme People’s Court and Supreme People’s Procuracy; ii) support to the establishment of the Viet Nam Bar Federation; iii) support to non-governmental organisations (NGOs) promoting access to law and the rule of law. Through the proposed service tender, the EC will provide technical assistance (TA) services under component 1. The JPP is expected to run for approximately 5 years (60 months) as from date of signature of the service contract. Three Four long-term experts are foreseen: i) a senior judicial reform expert; ii) a senior capacity development expert; iii) judicial reform specialist and iiii) a process/administrative consultantexpert. Furthermore, a pool of short-term expertise is to be provided. The technical assistance team and short-term expertise will inter alia be responsible for drafting annual assessments as well as studies and reviews. The technical assistance team will also be tasked with undertaking visibility activities, for which an amount will be made available under incidental expenditure. Finally, the successful tenderer will be responsible for assisting with organising seminars and conferences, for which a substantial amount will be made available under incidental expenditure.
