Scope of Contract: The Consulting services (“the Services”) include the feasibility studies, detailed designs, construction supervision and environmental safeguards for cluster of 7 projects to be implemented by WSPs in the counties of Nyeri, Murang’a, Kajiado, Machakos and Uasin Gishu over a period of 28 months.

The WSDP under component 3, (National Performance Based Financing, NPBF) has three windows intended among others to support participating Water Service Providers (WSPs) improve access to water and sanitation services and to improve operational and financial performance based on an agreed set of performance measures with WASREB. WASREB shall be responsible for the effective execution of these projects through support towards the preparation of applications, feasibility studies, detailed designs, construction supervision, commissioning and environmental safeguards. 

WASREB identified six (6) Water Service Providers (WSPs) to benefit from the support under two windows of improving water supply services; and improving sewerage and feacal sludge management. However, in order to qualify for financing under component 3 - NPBF, the WSPs are required to prepare feasibility studies, detailed designs, bidding documents, Environmental Impact Assessment (EIA), and Resettlement Action Plan (RAP) to support the proposed intervention.

Therefore, the objective of this assignment is to procure a frame work consultancy to assist the WSPs to prepare feasibility studies, detailed designs, bidding documents, Environmental Social Impact Assessment (ESIA), Resettlement Action Plan (RAP) and provide construction supervision for seven (7) projects in six (6) WSPs.
