Develop midterm evaluation of Horizontes Program - Rural secondary education in Peru

Reference: RFP N° 024-2021-LIM

Description:

(i) To understand the program implementation process and thus build a discourse of the territorial and institutional management factors and circumstances that enabled or obstructed the achievement of the objectives and outputs.
(ii) To assess the characteristics of the program and the extent to which they have contributed to the expected results, generating knowledge for the participating organizations and for the sector, in order to adjust course.
(iii) To validate the theory of change of the Horizons program that contribute a better understanding for the integral development of children and adolescents.
(iv) To provide recommendations for program management and planning, and feed into decision making for a possible second phase.
