Country Programme Evaluation

Comprehensive evaluation of the Swiss Agency for Development and Cooperation (SDC) activities (1998-2002) in Niger. SDC is a major donor (9 M EURO per annum) in the Country with a leading role in community based water supply and other basic infrastructures sectors, and with a strategic focus on the support to the decentralisation process undertaken in Niger. The Country Programme (CP) evaluation aimed at appraising the overall relevance and coherence of SDC projects portfolio in the framework of PRSP implementation as well as their sustainability and impact. Cross cutting concern and priorities of the CP evaluation were to strengthen the accountability of SDC activities through the undertaking of an independent evaluation as well as to promote an institutional learning process by SDC and its partners. CP evaluation findings were to be used in the formulation of the following (2003-2007) CP.
