Project Preparation Facility (PPF3)

The purpose of the PPF3 project was to increase the quality of project implementation under the IPA programmes through the provision of support to the Serbian European Integration Office (SEIO), respective Line Ministries and other agencies with IPA Component I programming for 2011 / 2012 / 2013; and, in the identification, screening and preparation of projects. PPF3 was mainly concerned with the Operational Programme for Economic Development (OPED) and its three priority axes: environment, transport and regional competitiveness.

Component 1: Project preparation, together with full tendering documentation, of a pipeline of major high quality and financially viable projects for financing by the EU through IPA Component I and, at a later stage, through Components III and IV, together with national and/or IFI/other funding, including:

Thermal Power Plant Electrostatic Precipitators - Nikola Tesla A3 & Morava

Water Supply, Veliko Gradiste

Stara Pazova–Novi Sad Railway

Component 2: Supporting SEIO and line Ministries in IPA Component I programming for 2011 / 2012 / 2013

Preparation of Policy Papers and Sector Strategies for EUR 2014 – 2020

Preparation of IPA 1 2012 programming and start-up of IPA 1 2013 programming

Preparation of sector fiches and project fiches, for IPA Component I, in line with the IPA template

Development of ToRs and preparation of attachments to project fiches including tender dossier

Produced NAD sector indicators

Developed Finance Manual on IFI Borrowing Conditions

Developed ISDACON Grant Formula Calculation Instructions

Delivery of training to SEIO for IPA 2013 programming
