Description

The main challenge addressed by the Post-Primary Education (PPE) sub-sector is to create opportunities for the unprecedented numbers of young people, leaving or completing primary education and to prepare them for adult life and the labour market. In particular, the recent drive to increase the numbers of primary school attendees in light of achieving the Millennium Development Goals (MDGs) has led to remarkable advances in the area of universal primary education. However, experience has shown that a large portion of pupils drop
out of school during or after completion of primary school and never receive any secondary education. The GTZ sector project on “Post-Primary Education” offers advisory services to the German Federal Ministry of Economic Cooperation and Development (BMZ) with regard to policies and strategies in the PPE sub-sector. Thereby, one of its tasks is to conduct research into trends and challenges of PPE. AVEDIS’ experts have carried out a global study for the sector project examining PPE approaches in general and Post-Primary Education
for vulnerable children in urban poverty areas. The study analyses policies, strategies and approaches that enhance the access of children to formal and non-formal education opportunities, including vocational and technical training. Further the study provides an overview of the stakeholder landscape based on a survey of multilateral and bilateral development agencies. The study draws “lessons learnt” from the field, in order to come up with recommendations for further action. Also, the study comprised of three country case studies, namely Kenya, Brazil and India.
