Description

The situation in the Republic of Congo is characterized by the poor condition of the services, which have worsened in terms of quantity and quality, owing to the deterioration of the socio-sanitary infrastructures, the obsolete equipment and a lack of qualified employees and the fact that they are concentrated in the country’s two major cities (Brazzaville, Pointe-Noire).

The epidemiological profile of the past years has been characterized by the dominance of infectious diseases, such as malaria, which is the leading cause of mortality. The HIV/AIDS pandemic is increasing at a worrying rate, and appears to be at the root of epidemics in the past which had been brought under control, such as tuberculosis. This has led the government to take a decision to treat AIDS and tuberculosis patients free of charge, and to offer pregnant women and children under 15 free anti-malaria treatments. The reduced access to medicinal products in public structures and the stagnating infant mortality rates are caused by the malfunctioning of the health-care sector at the political and administrative level.

The PASCOB project and the Purchasing Center for generic medicinal products, The global objective of PASCOB (the French acronym for the project which was set up to support the national health system) is to improve the health of the Congolese population so that it can better participate in the country’s socio-economic development. A prerequisite for this is the provision of high-quality sanitary services and medicinal products which the general population can afford.

The objective is to make an assessment of the situation of the “Support for the implementation of a supply system for medicine and essential consumables” component of PASCOB on the day of the assignment as well as a forecast of the situation on the completion of the PASCOB project.
