Description: Appointment of a Service Provider Capable of Performing Research Services to Quantify the Development Impact of Infrastructure in Democratic South Africa

Infrastructure for the purpose of this project refers to construction activities funded by public expenditure across the public sector, which includes national, provincial and local government, state-owned companies and other public entities, and public funds allocated to public-private partnerships. Expenditure on public housing is included as part of infrastructure spending although in accounting terms it is a transfer to households.

Infrastructure is defined broadly, including spending on new assets; replacements; maintenance and repairs; upgrades and additions; and rehabilitation, renovation and refurbishment of assets. Capital and interest payments are also included in the definition rather than the accounting definition of capital spending to reflect the full financial costs of infrastructure activities.
