Description

Detailed project description: The Nutrition Cash Scheme is being introduced to address the financial barriers faced by families of children suffering from SAM (server Acute Malnutrition) with complications in accessing life-saving nutrition sector services by providing: (i) Financial incentives to meet transportation costs to/from TFCs for treatment; and for the period of admission (ii) Promoting the adoption of a package of nutrition, health and WASH practices to prevent malnutrition. The project will apply a geographical, categorical targeting to cover all SAM children affected by complications (expected to be about 2000 children) in the geographical areas targeted by the project. The immediate objective is to increase the rates of TFC admission and recovery to reduce preventable deaths. 

Detailed description of the assignment (Services/Supplies/Works):

Moore Yemen was contracted in the project to do the following tasks and responsibilities:

  • Conduct spot checks to verify the identity and eligibility of project beneficiaries per the data in the payment list.
  • Verify whether beneficiaries received their benefit in the first place if the payment agents comply with the procedures as per the set standards and whether the amount received was correct.
  • Gather systematic feedback from beneficiaries on the project, process, and related matters.
  • Review unexpected results (outlier cases and perverse incentive) of the processes and the significance of any deviations and their impact on the project processes.
  • Understand and assess how the population is responding to the NVS, do no harm, effect on markets, security concerns and bottlenecks, barriers, and perverse incentives.
  • Gather feedback from project beneficiaries, service providers and other stakeholders on implementation constraints, issues and challenges to trigger preventive and corrective actions,
  • Conduct monitoring of different processes to ensure that they are operating according to the project protocols {technical annexes).
