Objective

The overall purpose of the Eurostat/OECD Purchasing Power Parities (PPP) programme is to provide users with high quality PPPs and related economic indicators. The action aims at ensuring the provision of high quality and comparable input data for the purpose for the purpose of calculating PPPs.To achieve this aim, the NSI will fulfil the specific tasks under Objectives A to F. Additional task under Objective G are also included (Objective G.3). The action is divided into 7 objectives:
Objective A: Consumer goods price surveys The aim of the consumer goods price surveys is to have a data set of average prices of a sufficient number of consumer products defined on each survey's item list that enables a calculation of price ratios across countries in order to establish good quality PPPs. The data shall be supported with metadata. Preview and pre-survey work, countries’ meetings, contractor’s visits to the countries is to enable the creation of a balanced European item list containing a sufficient number of available and representative items for each country. The aim of the price collection and consequent validation work is to get a data set with a sufficient number of price observations per available item for each survey. Spatial
adjustment coefficients are used to convert the capital city average prices into the national average prices of each item for which prices have been observed. The meetings are expected to increase mutual understanding of the specific methodological requirements of the surveys and to improve the comparability of the survey results by exchanging knowledge and best practices concerning markets, products, price collection and pre-survey work in the countries. Objective B: Estate agencies rent surveys The aim of the estate agencies rent survey is to provide validated capital city rentals data sets. For this purpose, it is required to arrange visits to agencies in the capital city where the rent survey will be carried out. The results of the rent survey should be submitted to Eurostat or their contractor, after necessary checking and validation of calculations based on the observed data.
Objective C: Capital goods price surveys The aim of the capital goods price surveys is to provide validated construction and equipment goods price data including necessary metadata for the construction and the equipment goods price surveys.
Objective D: Hospital price surveys The aim of this objective is to collect and provide Eurostat with validated hospital price data including necessary metadata for the surveys. Objective E: Other PPP input data The aim of the objective is to provide Eurostat with data needed for the PPP calculations, i.e. on GDP expenditure weights, VAT, tips, actual and imputed rents, compensation of government employees for 2022-2021-2020 and CPIs for 2022. Objective F: PPP Inventory The PPP Regulation requires all Member States to maintain documentation, which gives a full description of the manner in which the Regulation has been implemented (the "PPP Inventory")
Objective G.3: Translation of item lists for E22-1, E22-2 Translate the final item list in Spanish using the Item List Management Tool. The expected outcome of the action is the provision of high quality and comparable input data for the calculation and dissemination of Purchasing Power Parities. The deliverables are listed in Table 1.
