Description

Client: Ministry of Water and Irrigation.

Project Duration: 9 months (2002).

The government of Jordan has embarked on a program to improve the performance of its utilities through private sector participation, sector liberalization, and to insure the sectors operation to accommodate public interests and needs.

The main objectives:

- Identifying an appropriate structure for the water sector and services sector.

- Identifying the role of the Government.

- Developing an appropriate regulatory framework.

- Preparing a time bound plan and a development for the implementation of the new institutional structure.

Scope of work and services:

- Reviewing the existing sector legislation, regulation, and policies.

- Clarifying the roles, responsibilities, relationships, and the status of institutions in the water sector, which include Policy Sector, services of water and sanitation, prices and water recourses, quality of drinking water and environmental standards and contracting for private investment.

- Identifying restructuring options.

- Developing financial model and implementation plan.
