Tender description: Charter of a vessel to support a UNODC sponsored Somali Fishery Protection training exercise based in the Seychelles.

The interim training patrol aims to give the Somali embarked force the precious experience of living and operating on board a ship at sea for a number of days. Whilst these personnel have undergone successful maritime boarding, search and seizure training, very few have had the opportunity to be accommodated and train on larger vessels (over 20M length), and beyond 24 hours in duration. They have yet to be instructed in boarding operations from a mother platform that is under way. Therefore, this tender seeks a suitable platform, with suitable ship’s boats and coxswain, to conduct an intensive five-day training programme at sea. The exercise will see the ship deploy to a suitable training area at sea, ideally out of sight of land, and remain at sea for the duration of the exercise.

In order to save charter vessel fuel costs, the embarked force of 10 personnel will travel from Somalia to the training area and board the vessel there. The Seychelles has been selected as the training area, chosen due to the availability of suitable charter vessels, a benign training environment and a long-established relationship between UNODC and the state authorities. The embarked force will not be carrying arms for this exercise. The embarked force will be supported on board by one, possibly two, UNODC mentors, with a shore-based support team in the Seychelles. These mentors will be included in the maximum 10 person embarked force.

The detailed training programme will be developed in due course, but will include familiarisation training for all relevant ship activities, life at sea routines and actions on for emergencies. It will build to a series of exercises seeing the launch and recovery of the boarding party and inspectors on the ship’s RHIB, boarding drills and contingency actions (including vessel rescue, man overboard drills and first aid). Built around this framework will be serials on communications, evidence capture and other relevant techniques. It is anticipated that training serials may include a rendezvous at sea with a Seychelles Coast Guard platform, (conditions permitting) where boarding drills, communications and contingency actions may all be
practised. It is also hoped to conduct communication serials with EUNAVFOR operators and the Regional Coordination Operations Centre (RCOC) in the Seychelles.

The ship’s crew will provide the necessary support and instruction to this programme, noting that the embarked UNODC mentor(s) will lead on boarding operations and fishery protection training. It is anticipated that pre-sailing procedures will include detailed coordination between
the ship’s crew and the exercise planning team, to ensure that all constraints and opportunities are understood by all and that the programme can be delivered effectively. On return from the training patrol all lessons identified will be captured (by the UNODC team), culminating in a ‘hot-wash up’ post-exercise meeting with the UNODC mentors, embarked force team leaders, ship’s crew representatives and exercise planners. These lessons will inform the developments for the ‘live’ patrol later next year.
