Procurement Subject: Research and Development Detailed Planning Survey (SATREPS) for Control and Elimination of Malaria and Neglected Parasitic Diseases Using Innovative Technologies in Laos (Evaluation Analysis)

Purpose:

As a member of the study team, the person engaged in this project will fully understand the structure and procedures of the technical cooperation project, as well as the purpose, purpose, and system of SATREPS. Formulation and evaluation of a cooperation plan related to the development of a cooperation plan We will conduct the following surveys necessary for this purpose. Supervisory staff will provide information on evaluation criteria and procedures for JICA project evaluation. Specific responsibilities are as follows.

(1) Domestic preparation period (late September 2022 to mid-October 2022) ÿ Understanding the background and content of the request by collecting and analyzing materials and information such as request forms and related reports, US Presidential Malaria Initiative (President's Malaria Initiative: PMI), Clinton Health Access Initiative (CHAI), etc.)

We will also check the status, achievements, and issues.

(2) Conduct interviews with research cooperation organizations on the Japanese side, organize and analyze materials and information conduct.

(3) Create a questionnaire (draft) (in English) for related organizations on the Lao PDR side and other donors. The prepared question items (draft) must be submitted to JICA before dispatching to the field. (4) Consider the project PDM (Project Design Matrix) draft (English / Japanese), PO (Plan of Operations) draft (English / Japanese), project ex-ante evaluation table (draft) (English / Japanese). ÿ Participate in meetings within the study team, response policy meetings, etc

(2) Local work period (mid-October 2022 to late October 2022) ÿ Participate in meetings with  the JICA Laos office, etc. 2) Participate in discussions and field surveys with relevant organizations on the Lao side, and explain the purpose, methods, procedures, etc. of the survey. (3) Collect and organize information and materials by collecting responses to questionnaires distributed in advance and through (2) above, and ascertain and analyze the current situation and issues. Specifically: a) Positioning of this project in the Lao PDR development plan b) R&D trends in malaria and neglected parasitic diseases in Laos and initiatives for social implementation of the results

c) Project implementation system on the Lao PDR side (organization, budget, personnel, etc.) d) Assistance trends of other donors and organizations e) Surveillance system for malaria and neglected parasitic diseases in Laos, status of laboratories and infrastructure, ethnic minorities status of implementation of eco-health education in ÿ PDM (draft) (Japanese and English), PO (draft) after consultation with the study team and the Lao side (Japanese/English) and M/M (draft) (English). In particular, I will be the main person in charge of examining and coordinating the setting of outcome indicators for the PDM draft. ÿ Preparation of R/D (draft) (English) based on the content agreed upon in discussions with the Lao side cooperate with ÿ Participate in the explanation of the M/M plan including the R/D plan to the executing agency, and if necessary Explain and supplement the content. ÿ Report the results of the investigation related to the field of responsibility to the JICA Laos office, etc.

(3) Sorting period after returning home (early November 2022 to mid-November 2022)

(1) Attend debriefing sessions and meetings in Japan, and report the results of research related to the field in charge.

(2) From the viewpoint of analysis of the situation surrounding the project and six evaluation criteria,

Collect the information necessary for the backsheet (draft) with members from other fields.

(3) Analyze the project from the viewpoint of six evaluation criteria (relevance, consistency, effectiveness, efficiency, impact, and sustainability), prepare an ex-ante project evaluation table (draft), and cooperate in its compilation.

(4) Prepare a detailed plan formulation survey report (draft) for the field in charge.
