Description: The objective of external monitoring is to mainly assess the relevance, efficiency, the effectiveness of the LARF and LARPs implementation, and to suggest any corrective measures, if necessary. The External Monitoring Agency (EMA) will monitor and verify (i) compliance of approved LARPs implementation; (ii) achievement of resettlement goals, including livelihood restoration; (iii) voluntary donation process; (iv) monitor effectiveness of the EGDP and progress toward the expected outcomes; and (v) validate the DDRs prepared for subprojects with no IR and IP impacts. If EMA identifies any non-compliance issues with the approved LARPs, voluntary donation, EGDPs and in the prepared DDRs, relevant recommendations should be made to lead the development of a Corrective Action Plan by the NPMO.
