Review of current industry structure in Jamaica, including the legal framework, organisation contractual relationships with IPPs and institutional arrangements for the regulation and operation of the generation market. Analysis and evaluation of the electricity sector in a number of countries similar to Jamaica, and identification of best practice in industry structure and private participation. Development of an industry structure for Jamaica, including a structure for the generation market, carry out cost / benefits analysis of options, advise on implementation and operation of the recommended market structure.
