PPA was responsible for the electricity planning element of the Energy Plan for Crimea. The work covered the preparation of a least cost development plan for generation and transmission, up to 2010. The options considered included CCGT/CHP projects burning condensate or natural gas from on-shore/off-shore fields. The CHP element was to supply the existing district networks in the principal population centres. A number of the generation projects were to be developed as IPPs. At present over 90% of Crimea's electricity consumption is imported from mainland Ukraine via long high voltage transmission lines. A main objective of the study was to identify a least cost strategy for the development of generation in Crimea to utilise indigenous gas and to attract private investment into the Crimea power sector, following the restructuring of the electricity industry in the Ukraine and the creation of a competitive electricity market.
