Description

CLIENT: CAWSS.
FINANCING AGENCY: The World Bank / IDA.
OBJECT: Water Supply and Sanitation.
COSTS OF CONSTRUCTION: 15,000,000.
CONSULTING FEES: 4,900,000.

The piped water supply systems in Afghanistan are in a poor state, suffering less from direct war damage than from the negligence and lack of investments and maintenance under the Moudjahedin and the Taliban Governments since 1995. All systems are in urgent need of rehabilitation and extension. The current situation poses a health risk to the population since water sources are threatened through inadequate sanitation facilities. Water treatment facilities do not exist or are not functioning. The overall lack of funds makes it almost impossible to operate the systems without the aid of external organisations. The Government's strategy for the improvement of the water supply situation comprises three steps:

    •        Immediate rehabilitation works to restore the design capacity of the water supply systems.
    •        Improvement of operation.
    •        Extension of networks to serve the largest part of the urban population.
       
While the German Government is financing immediate rehabilitation works in Kabul, Herat, Qala-E-Naw and Farah, the present project, financed by the World Bank, is going to implement steps one and two of the Government's strategy in the remaining towns with piped water supply: Asdabad, Aybak, Bamyan, Bazarak, Faisabad, Mahmod e Raqi, Maimana, Meydan Shar, Parun, Pul I Kumri, Puli e Alam, Saripul and Zaranj.
The responsible authority for urban water supply and piped sewerage is the Central Authority for Water Supply and Sewerage (CAWSS) that reports to the Ministry of Urban Development and Housing (MUDH).

The services:
The Consultant's services will aim to:

    •        restore the water supply systems' design capacity within the limits of time and budget constraints,
    •        support CAWSS in the operation of the water supply systems,
    •        prepare feasibility studies with a planning horizon of 20 years.
       
While the services of the Consultant will be focused on the water supply systems, he will also dedicate some activities for the improvement of the sanitary situation.
    •        Immediate rehabilitation measures: leak detection network repair.
    •        Final design and tender documents.
    •        Procurement of material and services.
    •        Construction management and supervision.
    •        Force account work.
    •        Feasibility study.
    •        On-the-job training.
