The purpose of the final evaluation was knowledge and evidence generation and high-quality lessons learned (learning). Evaluation evidence was judged using modified Organization for Economic Co-operation and OECD/DAC criteria of relevance, effectiveness, efficiency and sustainability, as well as equity, gender equality and human rights considerations.
Method used: desk research (including secondary data analysis), key informant interviews and focus group discussions.
Location: Eastern and Western Georgia (Batumi, Kutaisi, Zugdidi, Telavi, Akhaltsikhe, Gori, Tbilisi).
