Description: The feasibility studies shall cover 2 ports per country included in the relevant Zone, if this number of ports is
available.
The defined port/s to be included in the studies shall be proposed by the contractor and approved by EMSA before placing an order for a study featuring a particular Zone.
The contractor should identify the port/s to be proposed to EMSA based on justified criteria such as: ports with the biggest environmental footprint (e.g., by throughput, number of port calls). Other criteria may be proposed by the contractor as long as they support and justify the selection of the ports considering their technical,
environmental and geographical characteristics.
The feasibility studies aim to:
• Identify measures already taken to support vessel traffic management and monitoring (establishment of TSS, VTS, SRS, etc.) and existing infrastructure for vessel traffic monitoring (AIS stations, radars, CCTV, etc.)
• Increase awareness about the importance and value of vessel traffic management among maritime actors in the Mediterranean and Black Sea regions.
• Identify areas with high traffic density and difficulties for navigation suggesting measures to be taken to improve monitoring and safety of navigation.
• Investigate interest and potential for the Zone to develop and apply the concept of vessel traffic monitoring and information system.
• Assess the existing digital infrastructure for development of vessel traffic monitoring and information system in the Mediterranean and Black Sea regions.
• Provide an inventory on how the reporting formalities are fulfilled in the ports and the IT systems in place.
• Report existing cooperation agreements between the beneficiaries and with EU countries within the Zone (e.g. for exchange of data).
Each feasibility study shall collect data and describe the ship reporting systems, the Vessel Traffic Services and ships' routing systems set up along Mediterranean and Black Sea coasts, in accordance with the relevant national and international rules and play an important part in the prevention of accidents and pollution in
certain shipping areas which are congested or hazardous for shipping.
The feasibility studies shall also include proposals on the possible way forward and identify possible action aiming at:
• Enhancing safety of shipping;
• Environmental protection;
• Improving the efficiency of freight transport by sea;
• Electronic ship management when approaching ports;
• Monitoring the movement of ships over short and long distances;
• Use of modern ship traffic planning technologies (machine to machine, big data analytics);
• Improving communication between ship to ship and ship to shore;
• Analysis of the possibilities for integration VTS systems of the Mediterranean and Black Sea countries.
