Description: The objective of this contract is to provide direct technical assistance to the Ministry of Education and Training (MOET) and engage with other relevant Government of Vietnam (GVN) entities to assess, formulate, communicate, and implement Higher Education policy reforms.

The overall goal for this Activity is to support MOET goals to modernize and internationalize the Higher Education sector, expand access to quality Higher Education, and develop the human resources required, especially in the areas of science and technology, for Vietnam’s socio-economic development. USAID will support MOET to achieve these goals through three interrelated objectives: 

Objective 1: Higher Education policy analysis used to improve Higher Education quality and HEIs’ institutional autonomy.

Objective 2: Progress on Higher Education digital transformation accelerated.

Objective 3: Targeted undergraduate and graduate degree programs in an increasing number of HEIs internationalized

Duration: five (5) years
