Scope of Contract: Hiring a Consulting Firm to Conduct an Impact Assessment for QBE Project

• To assess the progress of the implementation and the impact of the project in basic education.
• To assess the degree to which direct outcomes have been achieved.
• To assess contributions towards impacts; and
• To identify key learnings to feed into ongoing implementation of QBE project
• To assess the contribution of project outputs to project outcomes.
• To assess the contribution of project outcomes to the overarching project development objectives
• To identify lessons learnt and to provide actionable recommendations to enhance the impact of forthcoming Project related to QBE.
