Scope of Contract: Consultancy Services in Support of the Establishment of the Referral Network

The consulting services (“the Services”) include a) To design a framework and the schematic(s) for the referral system depicting the clinical and non-clinical pathways throughout the continuum of care (Public and Private sectors) – Primary Care, Secondary Care emphasizing on the problem-solving capacities of the health facilities either within the same level of care or between different levels of care; b) Develop Manual and Standard Operating Procedures (SOPs), and specific clinical management guidelines for the referral and counter referral of patients throughout the health sector; c) Design a basic communication mechanism with the Emergency Medical Service (EMS) within the Fire Department, and the Department of Health Information system to allow harmonization of the recording of the pre-hospital patient management from the EMS for the quality of documentation within the referral system; d) Where applicable, refer to international experiences of countries similar to Saint Lucia in terms of their upper-middle income profile and small population.
