II.1.4) Brief description:
The Special Initiative (SI) Good Employment for Socially Just Change aims to improve the conditions for sustainable economic growth in selected partner countries in Africa and to promote local and international investments that lead to more good employment. The special initiative thus fits into the central Africa policy initiatives of the Federal Government and the Federal Ministry for Economic Cooperation and Development (BMZ). It contributes to the implementation of the G20 investment partnership Compact with Africa. The creation of sufficient employment and income prospects is one of the central challenges for Africa's development. Against the background of the expected doubling of the African population to two and a half billion people by 2050, 25 million new jobs are needed every year in order to be able to offer Africa's youth prospects for the future. Productive employment with good working conditions can only be created to the extent required by the private sector. In addition to stimulating the domestic economy, a stronger mobilization of private investments from home and abroad is also necessary. The SI enables a new and innovative interaction between actors in international cooperation. Accordingly, several German development cooperation organizations and multilateral organizations (DOs) are involved in implementing the special initiative with projects. The special initiative is closely coordinated with the existing BMZ portfolio in the respective partner countries. In addition to the specific indicators of the various projects and their impact matrices, the basis of a uniform and harmonized monitoring system for development policy management and communication was established for the special initiative along key indicators. On the part of the German Society for International Cooperation (GIZ) GmbH, the BMZ has independently commissioned several projects as part of the special initiative. In currently eight partner countries - Egypt, Ethiopia, Côte d'Ivoire, Ghana, Morocco, Rwanda, Senegal and Tunisia - a total of nine GIZ country projects (Tunisia with two country projects) are currently aimed at strengthening the growth of companies that creates jobs new forms of cooperation with the European and African private sector, with the primary goal of creating good jobs and improving working conditions through the joint development and implementation of projects to remove business and investment barriers. Another focus is on clusters and on sustainable industrial zones and parks as economic catalysts. In addition, there is a focus on the promotion of small and medium-sized enterprises. The global projects "develoPPP for jobs" and "Alliance for Product Quality in Africa" supplement the SI's country projects with specific instruments for cooperation with the private sector. The global project Good Employment for Socially Just Change contributes directly to the "Business & Invest" field of action through cooperation with companies and investors and in close cooperation with other GIZ projects. In addition to the GIZ projects, the Kreditanstalt für Wiederaufbau runs competitions for investors via the financing facility Investments for Employment GmbH. The other DOs of the SI are sequa, DAAD, Engagement Global, UNIDO, ILO and PTB. All DOs are aligned with their projects to the goals of the special initiative.
