The main idea of the project is to define a transparent procedure of public tenders, conceived as a “territory of lawfulness” and make possible to operate so that every disbursement of public money can occur without any infiltration by organized crime, as it happens above all in certain regions, where this phenomenon results in the distortion of market economy, the inhibition of “sane” companies’ activities and poor quality of the service.
