Scope of Contract: Consulting Service for the preparation of Communication Strategy for the Kumasi Urban Mobility and Accessibility Project /Bus Rapid Transit (KUMAP/BRT)

Objective of Assignment:

The overall objective is to develop a Communication Strategy which incorporates both traditional and non-traditional communication tools whilst leveraging digital solutions to create awareness and opportunities including information disclosure in an inclusive manner.

Required Qualification and Experience

The Ministry of Local Government, Decentralisation and Rural Development invites eligible consulting firms (“Consultants”) to express their interest in providing the Services (preparation of a communication strategy). Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • Firm should be legally registered and in good standing.
  • The Firm should have a multidisciplinary team with the required professional specialisation related to this assignment.
  • Demonstrate prior experience in developing a Communication Strategy, ideally targeting informal sector/economy development context.
  • Have a good understanding of urban mobility and accessibility issues in Ghana, especially within the informal sector.
  • Have at least five (5) years of progressively advanced experience in strategic communications, public advocacy and media relations which must include development communications and advocacy strategies at the global, regional, or national level.
  • Have the relevant experience in working with government and/or international organisations on consultancy assignments, especially in strategic communications planning.
  • Have experience in producing good communication and advocacy materials for use by Ministries.
  • Have excellent proven written and spoken English; and strong oral and written communication skills. Some knowledge of local language is an added advantage.
  • Have experience working with local governance and decentralisation practices in Ghana.
