International Monitoring Operation (IMO) of the Population and Housing Census in Bosnia and Herzegovina – Steering Committee

The general objective of the International Monitoring Operation(IMO)of the Population and Housing Census in Bosnia and Herzegovina is to monitor the compliance of the whole Census exercise with international standards on population and housing censuses as defined by UNECE and Eurostat.

The Steering Committee of experts will assess and evaluate the preparation and implementation of pilot and real census in BiH and its compliance with the requirements listed in the Memorandum of Understanding and will report their findings to the IMO Management Group.

Media Progress with its representative in the steering committee been particularly responsible for assessing and advising on the preparation of a communication and outreach strategy that is supportive to the census operations as a technical mean to strengthen local planning and integration into the European Union. Particular attention is given to avoid that the census operations are abused to strengthen ethnical division.

Missions are carried out to Banja Luka and Sarajevo as well as to enumeration areas across the country.

Type of services provided:

Observations, discussions and recommendations at regular assessment missions to Entity statistical institutes and the State agency for statistics.

Assessing and advising on communication and outreach strategy;

Examination of the technical preparation of the Census and in particular the drafting of questionnaires and manuals;

Monitoring of the collection, processing and dissemination of Census data and their accordance with the specified requirements;

Control of the fair and proper computation at all levels, including the preservation of confidentiality of individual data;

Field observations during pilot and real census;

Investigation of any other matter with relevance for the Census.
