Description

The overall objective of the Capacity Building Project is to enable selected regional and district WSSAs/UWSAs (Urban Water Supply and Sewerage Authorities) to provide reliable water serviceson a sustainable basis in order to contribute to achieving Millennium Development Goals and poverty reduction targets.

A major obstacle in achieving the sector targets is limited human resources capacity on all levels andin all fields. Regional and district urban water and sewerage authorities playing a major role have led the way forward towards commercialisation and more efficient water service delivery in the country.

However, many of them still lack basic and advanced management skills and qualified personnel to cope with the current and future challenges.

In this context, nationwide trainings and other capacity building measures will be implemented and evaluated.

Furthermore the project contributes to the institutionalization of capacity building concepts in the Ministry of Water and Irrigation (MoWI) andthe WSSAs/UWSAs. The outcome of this project is to enhance human resource capacity in 68 WSSAs/UWSAs.

The Services:

Analyze human resources availability and capacity in selected WSSAs/UWSAs;

Update staffing requirements and assess capacity building needs including self assessment;

Develop an appropriate capacity building programme to be implemented through local and regional trainers composed of three capacity building modules namely:

a) General management (e.g. strategic and business planning)

b) Financial and commercial management (e.g.billing and revenue collection)

c) Technical Management (e.g. reduction of water losses)

Identify and mobilize trainees

Organize, supervise and implement training and other relevant capacity building measures

Establish and conduct a monitoring and evaluation (M&E) system and programme in relation tothe capacity building

Monitor and evaluate capacity building programme on a regular basis
