Contract description: The Government of Mongolia requested knowledge and support technical assistance (TA) from the Asian Development Bank (ADB) to promote gender equality. The TA is included in the indicative country pipeline and monitoring for Mongolia, 2023- 2025. The TA aims to support the government to mainstream gender equality and strengthen national capacity in implementing national, sectoral, and local policy and planning on gender equality while improving the livelihoods of rural women and girls through climate-resilient and genderresponsive policies in Mongolia. 

To strengthen accountability of the local governments, civil societies, and service providers to support women and girls in rural setting, it is vital to provide a technical support and resources to mainstream gender into subnational gender policies and planning of the food, agriculture, and light industry (FALI) sector. At the same time, NCGE’s gender policy mainstreaming and knowledge solution at both national and local level using Law on Promotion of Gender Equality Law (LPGE) , and link the Cross-Sectoral Strategic Plan on Promoting Gender Equality 2022-2031 (CSSPPGE) will strengthen the Mongolia’s commitment to implement, monitor and report on the 2017 UN Resolution on "Improving the situation of women and girls in rural areas" (The Resolution) initiated by Mongolia. TA will continuously support the gender equality legislation at all levels while fostering the sustainability of the FALI’s gender policy in line with the issue of rural women and girls at selected four soums of the two aimags. The TA outcome will be an integration of CSSPPGE into the sectoral and sub-national policy planning enhanced. TA will pilot women’s social, economic and leadership program at selected two aimags while improving capacity of sectoral, local, and institutional level gender equality planning through climate-resilient and gender-responsive policies and approaches.
