Procurement Subject: Detailed Planning Survey for the Project to Strengthen Urban Drainage Management Capacity in the Philippines (Drainage Plan)

Purpose: The purpose of the assignment is to support the formulation of the Detailed Planning Survey for the Urban Drainage Management Capacity Enhancement Project in the Philippines, specifically for the Buendia–Maricaban area in Metro Manila.

The work aims to:

  • Assess current drainage conditions, flood risks, and existing master plans.
  • Update and collect necessary technical data for developing a new internal drainage flood management master plan (M/P).
  • Examine structural and non-structural countermeasures (including potential tunnel‑based storage using shield construction).
  • Review institutional frameworks, maintenance capacities, and coordination mechanisms among DPWH, LGUs, MMDA, PAGASA, etc.
  • Formulate:
  1. Cooperation framework (draft)
  2. Survey plan and methodology (draft)
  3. Implementation structure (draft)
  4. Required resource inputs (draft)
  5. Government obligations (draft)
  • Support JICA’s preparation of Minutes of Meetings (M/M) and Record of Discussions (R/D).
