Description

The consultant will carry out a system audit in full compliance with the international auditing standards to check whether the National Authorising Officer (NAO), the Ministry of Agriculture and Rural Affairs as the managing authority and the Agriculture and Rural Development Support Institution (ARDSI), the responsible bodies within the context of IPARD (i.e. the 5th component of IPA), meet the conditions for accreditation pursuant to the IPA Implementation Regulation under a fully decentralised system (EDIS) and which will allow for the conferral of management, or not, and present the findings in a report. The aim and significance of the report is that it will serve as an important document in helping the NAO and the Competent Authorising Officer (CAO) while making the decision on national accreditation. Additionally, an 'accreditation package' which should have been prepared by the end of the gap plugging phase and all the manuals, procedures and systems developed, are going to be examined.
