Project title: CSD Skopje Functional Upgrade

Assignment Description:

CSD Skopje now seeks to retain the services of a consultant (the Consultant) to provide Strategy Scoping and Procurement Support for Phase 1 of the functional upgrade (the “Assignment”).

The selected Consultant is expected to provide the following services:

    1. Conduct a gap analysis of CSD Skopje’s current IT and operational functions against international standards with regard to:
        -Core services of the CSD-registration, clearing and settlement activities;
        -Ancillary services for end users (investors and issuers of securities);
        -Technology and data security;
    2. Develop a Technology Strategy based on the outcomes of the gap analysis. The Technology Strategy will take into account the following:
    -Restructuring of the current IT architecture,
    -Development/installation of an IT solution for the new services,
    -The required interfaces to accommodate the IT solution;
    -Developing cost-effective, stable and secure CSD systems in a modern architecture suitable for a small CSD, which are compliant with local legislation.
    -Ensure that the portal’s functionalities comply with local legislation relevant to electronic signature and protection of personal data.

    3. Coordinate and contribute from an IT and business point of view the procurement of hardware, software and software licences, as required as follows:
        -Prepare detailed Procurement and Project Implementation Plan for all system components;
        -Define detailed technical specification and prepare tender documents for Phase 2 of the Assignment, in accordance with the EBRD’s Procurement Policies and Rules (PP&R). The tender documents will incorporate and build on the general technical description of the IT solution for the web portal.
        -Support CSD Skopje with the evaluation process for selecting the consultant for Phase 2;
        -Support CSD Skopje during negotiations with the selected consultant for Phase 2, and with finalising the contract;
        -Complete any other aspect of the procurement process that is requested by CSD Skopje.
