Partnerships for local Sustainable development in Post-conflict Angola.

The overarching objective of this programme is poverty reduction in the context of sustainable development, including the pursuit of the Millennium Development Goals (MDG) and other internationally agreed targets.

It is an “actor-oriented” programme aimed at strengthening the capacity of civil society organisations and local authorities as a pre-condition for a more equitable, open and democratic society through support to their “own initiatives”.

The programme therefore supports actions aimed at promoting an inclusive and empowered society in partner countries.

Under this call for proposals priority will be given to:

Non State Actors

• Actions for increased access to basic social services for the population at large and marginalized and/or vulnerable groups specifically by:

• • improving the efficiency and effectiveness of service delivery by Non State Actors in for example the areas of primary health care, education, community development, water and sanitation etc, on an urban as well as a rural level.

  • The improvement of the monitoring of service delivery to the communities : process of responsabilisation and improved liability

  • Promotion of partnerships between non state actors and local authorities for development and a sustainable local governance

  • Promotion of dialogue and transparency between NSA, local authorities and communities

  • Promotion of local sector development plans clearly identified, discussed and subject to a monitoring of all stakeholders involved

• Actions to promote good practices for promotion of development and local governance:

• Promotion of institutional interchanges between NSA and LA at the intermunicipal level, inter-provincial, national and others (programmes to reinforce capacities, etc)

• Promotion of capitalization, research/action, advocacy for development and local governance, partnerships between NSA and LA

• Actions to promote good practices association-wise and/or cooperatively like:

• by increasing the capacity of citizens and their NSA organizations to articulate and represent the interests of their constituency

• Promoting partnerships, networking and alliances between different actors with the same interests having in mind for example thematic and/or geographical themes (or others)

• Actions promoting the dialogue and partnerships between non state actors and local authorities through:

• support to local initiatives and the reinforcement of meeting spaces and concertation (CACS, forums, thematic councils, etc…)

• Support to local initiatives, including pilot projects of partnerships between local authorities and Civil society organisations (including co-financing);

• improved local government organization through capitalizing on the added value of working in partnership with civil society
