The Objective:
The objectives of the CSJ evaluation are four-fold: (i) to ensure accountability, (ii)to improve programme management, (iii) to promote learning and (iv) to strengthen value for money.
The objective of the mid term evaluation is to assess, at mid term point, whether the CSJ programme is on track to deliver the expected outcome, and to identify any areas that need attention or revision in order to meet this target. It will review the theory of change (Annex 1) and assess whether this is robust, whether the assumptions are still relevant, and whether a change of focus is required. It will examine whether there are intervention elements that are not providing value for money and could be stopped, or other areas which could usefully be increased or initiated. In addition to a progress assessment, it will focus on reviewing the process of implementing the interventions, looking at policy instruments, service delivery mechanisms, management practices and the links between these.
