Contract For: Monitoring and Evaluation for DFID Ethiopia Reproductive Maternal & Neonatal Health Innovation Fund

Objective:

The Provider will work within the Federal Ministry of Health’s (FMOH’s) and DFID’s M&E Frameworks to develop a program M&E framework for the RIF.
The objectives of this assignment will be:
-to develop monitoring and evaluation (M&E) framework of the RIF;
-to collate the baseline for the RIF’s M&E framework;
-to verify the results and check the quality of regular reports by RIF grantees;
-to assist DFID to carry out annual and project completion reviews (ARs and PCR) of the outcome and outputs and of value for money;
-conduct an independent evaluation at the mid point and end point of the programme
-to measure and monitor Value for Money and the cost drivers through out the programme’ s life time;
-to advise on and quality-assure operational research (OR)proposals and reports that will be conducted by the RIF grantees; and
-to document and disseminate best practice and lessons learnt by the programme.
To provide advice to the FMOH, selected RHB and others involved in RIF, notably to the TA provider (separately tendered) to help achieve these objectives.
