Detailed description of the project:

The purpose of the IPARD Accreditation Project is to facilitate Turkey in implementing and managing the EU’s common policy for the agricultural sector and rural areas; and the Acquis Communautaire concerning the Common Agricultural Policy and related policies. The IPARD Accreditation Project facilitated this process by providing support to the Turkish IPARD Agency (Agriculture and Rural Development Support Institution - ARDSI) in the following areas:

A. Manuals of Procedures (Programme Implementation Manual and Programme Operational Guidelines)
Reviewed, revised and upgraded the manuals of procedures for IPARD operations of the various units of the Agency for ARDSI, so that the Monitoring and On the Spot Control Manual, Payment Authorisation Manual, Payment Execution Manual, and the Accounting Manual

• comply with the relevant accreditation criteria and EU regulations for IPARD;
• are consistent with the horizontal procedures of the PCUs, headquarters and other structures of IPARD (e.g. National Fund, National Authorising Officer);
• are harmonised with the manual of procedures of the National Fund and Managing Authority; and
• are developed taking into account recommendations expressed by the auditors (EC and/or National Auditors).

B. Training Needs Assessment
Conducted a Training Needs’ Assessment of the ARDSI staff in relation to IPARD, coupled with a training plan to form the basis of future trainings.

C. Review of workload analysis
Reviewed and revised the workload analysis of ARDSI taking into consideration the revised tasks and responsibilities assigned to the ARDSI in relation to IPARD, as well as propose a Staff Policy on the basis of the revised workload analysis.
The IPARD Accreditation Project also provided operational support to the Internal Audit Unit (CUIA) of ARDSI in relation to IPARD, in order to help it to develop further its systems and procedures (including audit plans, audit programmes and check-lists), so as to implement any measure required for confirming the preparedness of the Internal Audit function of ARDSI in relation to IPARD.
