Early Response Mechanism: Support to launch Implementation

Detailed description of the project:

This technical assistance project should be seen within the overall framework of capacity development of the African Union Commission (AUC) and the concerned RECs in the area of Peace and Security.  Its purpose is to support the AUC specifically in:

• the design and implementation of detailed ERM implementation modalities through the establishment of guidelines describing the decision-making process of the ERM and the management structure within the AUC and the establishment of other relevant document templates as required;
• the design and implementation of modalities describing procedures triggering the use of the ERM between the AUC and the concerned RECs;
• in providing preliminary training of AUC/RECs staff who will be involved in the management of the mechanism.

Specific project outputs:

• Assisted the AUC in establishing guidelines describing the ERM decision-making procedures and management structure within the AUC
• Assisted the AUC in designing templates and Standard Operating Procedures (SOPs) for the use of the ERM, including request formats as well as financial and narrative reporting.
• Assisted the AUC and the concerned RECs in organizing a seminar to provide preliminary training of AUC/RECs staff involved in the management of the mechanism.

Type of services provided:

• Drafted AU guidelines describing the ERM decision-making procedures are established;
• Established modalities between the AU and the concerned RECs for use of ERM
• Designed templates and SOPs for the use of the ERM
• Designed templates for ex-post reports
• Organised an AUC/RECs workshop has to provide preliminary training to a specific target group.
