Detailed description of project:
The global objective of the programme ADuPeS is to increase the contribution of the demersal deep fisheries of Senegal to sustainable economic growth. This is intended to take place through the development of a sustainable management system for octopus and deep sea shrimp, a system of stock assessment and the regular production of scientific advice for the establishment of total admissible catch.
To attain the global objective, the specific objectives of the technical assistance contract are :
(i) Support the relevant entities of the Ministry of fisheries (Cabinet of the Minister, Study and Planning Unit -CEP- and Directorate of Maritime Fisheries), the Centre of Oceanographic Research of Dakar-Thiaroye (CRODT) and the Group of Ship owners and Fisheries Industries of Senegal (GAIPES) in order to improve the monitoring of the state of the fisheries resources, of the performance of the Senegalese fisheries and of their regulatory system. The project will also have to take into account the organisations of the artisanal fisheries sub-sector.
(ii) Support the internal and external monitoring of the various project activities and contracts.
(iii) Strengthen the national technical capacities in the development and implementation of fisheries management plans, at the level of the public services as well as the operators and fishermen.
Type of services provided
The following results are to be achieved by the project with the support of the technical assistance:
1) The following result indicators of the programme are monitored :
a. The follow-up of the status of fisheries resources and of the performance of the fisheries is improved in response to the needs of the management plans.
b. The system of regulation of fisheries under management plan is improved.
2) The functioning of the National Commissions of deep sea shrimp and of octopus is supported.
3) The planning and evaluation of scientific research programmes as well as the development of scientific partnerships of the CRODT are supported
4) The capacities of the stakeholders of the project related to fisheries management are strengthened, in particular :
a. The competences of the researchers of the CRODT in fisheries population dynamics and stock assessment are strengthened.
b. The national competences in bio-economic modelling are strengthened.
To this effect the consortium mobilises a long term team leader and several short term experts.
