Global Objective:
The global objective of the assignment is to undertake a review of the Governance sector (for this assignment the scope of the term governance will focus on public sector reform, management of public finances and civil service reform) in Mongolia that will provide information for an implementation strategy for the EU in the Governance sector.
Specific objectives:
Identified of pests and diseases of fruits in both Theoretical and Practical way
To assess previous Governance sector strategies and reforms in Mongolia, identifying the main obstacles that hindered the achievement of development outcomes.
To assess the Governance sector performance and policies, identifying the main challenges and opportunities for the new Government to carry out successful reforms and policies in this sector.
To carry out a risk analysis for budget support operations in the country.

Scope of Work:
To carry out a risk analysis for budget support operations in the country.
Reviewed and analyzed the most relevant public financial development plans and sectoral strategies in the field of governance identifying main factors that hindered the achievement of development outcomes.
Identified new policy priorities and development strategies of the new government in the Governance sector, identifying the main challenges and opportunities for the new Government to implement successfully these policies.
Carried out an analysis of the most relevant stakeholders in the governance sector to investigate the problem-driven focusing on their vulnerabilities and challenges1 and would include among others the following stakeholders: Parliament, Ministry of Finances and other key Ministries, Cabinet Secretariat and civil society & the private sector.
Presented a donor’s map working in the governance sector, identifying gaps and complementarities by paying special attention to World Bank, IMF and Asian Development Bank cooperation programs.
