Description
Global Objective:
The EU provides effective support to improve the capacity of the Ministry of Agriculture and to the Ministry of Fisheries and Livestock to deliver quality services to smallholder farmers towards increased productivity and enhanced diversity of Zambia's agricultural sector.
Specific objectives:
The assignment will pursue two objectives and will, thus, develop into two separate, although interlinked, phases, to be carried-out by the same team of consultants, consisting of 1) the final evaluation of PEP; and 2) the development of recommendations for PEP II.
Description:
Scope of Work:
Assessed the project using the standard 5 DAC evaluation criteria, namely: relevance, effectiveness, efficiency, sustainability and impact.
Reviewed the evaluation questions proposed or, when relevant, come up with an alternative or complementary set of evaluation questions.
Conducted Interviews with the project management, relevant representatives of the Ministries and the NAO, TA Team Leader and his key expert, Project Support Unit, EU services and key partners; Reviewed the Action Document and relevant annexes, including identification and formulation sections.
Conducted in-depth consultations with all relevant stakeholders', including representatives of the staff of the Ministry of Agriculture, Ministry of Fisheries and Livestock, Cooperating Partners, Private Sector actors, etc.
