The Baltic office opened in August 2006, a natural progression for Technopolis, as it had been working for agencies, which develop and implement policy in the Baltic region since the late 1990s.  

The Baltic office has specialised in performing research and advising the public sector in the fields of R&D and innovation, and entrepreneurship but also life sciences, regional and health policies as well as higher education. We focus on comparative research projects and international benchmarking as well as strategy and programme design and evaluation. Our clients are public sector organisations from the Baltic States as well as Nordic and European Union institutions. 

In entrepreneurship and innovation policies we have track record in demand-side innovation policy (e.g. procurement of innovation, smart regulation, smart regulations and societal mission/challenge driven innovation), entrepreneurship ecosystems (e.g. start-ups, SMEs, mature companies), venture capital and access to finance, technology transfer, product development and commercialisation as well as collaborative (sharing) economy and competence centres. We are experienced in providing market analysis in various thematic areas. We have knowledge in evaluation of national R&DI systems and we have provided research assessments using the Research Assessment Framework methodology. 

In higher education we offer our knowledge in development of institutional strategies and internationalisation agenda, university business cooperation and knowledge transfer, new governance models and organisational changes incl. mergers, higher education system overviews and trend reports as well as institutional evaluations and open educational resources. 

We have evaluated various health programmes both on national and international level. In regional policy we have evaluated EU funded and bilateral programmes as well as provided impact analyses. 

The Baltic office maximises its links with other Technopolis offices to offer its clients access to the knowledge generated by our colleagues in offices across Europe. 

The staff of the office can work fluently in Estonian, Lithuanian, Latvian, English, Finnish, German and Russian.
