Vietnam's central bank, the State Bank of Vietnam, owns approximately 65% of VietinBank, the nation's largest listed bank by capital. The State Bank of Vietnam is a ministry-level agency administered by the government with the bank governor being appointed by the Prime Minister who also appoints the vice governors based on the governor's recommendation.

The State Bank of Vietnam aims to encourage monetary stability and develop monetary policies, encourage institutions’ stability and oversee financial institutions, offer banking services and advise the government on economic policy, offer banking facilities to financial institutions, manage the nation's international reserves, print and issue banknotes, oversee all commercial banks' operations in Vietnam, lend state money to commercial banks, issue government bonds and organize bond auctions as well as being responsible for other roles in monetary management and international exchange rates.
