Created in June 1999, INGC manages day-to-day matters relating to disasters. This is an autonomous institution under the Ministry of Foreign Affairs and Cooperation.

The National Institute for Disaster Management (INGC) is a government institution responsible for coordinating Disaster Risk Reduction (DRR) actions in Mozambique through the implementation of measures such as: adequate communication and information system, Notice, development of policies, strategies, legislation and operational plans aimed at the prevention, mitigation, relief and rehabilitation of the economic and social fabric.

The National Institute for Disaster Management focuses on four main areas of action:

Coordination of disaster prevention and mitigation actions;
Coordination of development of arid and semi-arid zones;
Coordination of emergency actions;
Coordination of post disaster reconstruction actions.
