In August, 2014, the Ministry of Health of Ukraine initiated the development of the National Healthcare Reform Strategy for 2015-2020 to reignite and speed up healthcare reform through the elaboration of strategic approaches to improving the quality and ensuring access to health care, as well as to mitigate financial risks for the population.

The Strategy is not only intended to stimulate the progress of reform implementation, but also to make Ukrainian policy-makers open their eyes and acknowledge the role of health and healthcare in decision-making. With due regard to these goals, the document outlined the reform scope and landscape, defined its structure, and demonstrated the potential of diverse activities aimed at efficient healthcare development.

In full compliance with the Strategy, the Ministry of Health of Ukraine has also developed the Concept of Healthcare Financing Reform and relevant draft laws necessary for launching the full-scale reform of the national healthcare system.
