The Bavarian Railway Company (BEG) plans, finances and controls rail passenger transport (SPNV) on behalf of the Free State of Bavaria.
Around half of the operating costs are generated by the operators of regional trains and commuter trains through ticket sales revenues. The other half comes from taxpayers' money. The task of the BEG is to use these state funds as efficiently as possible and thus to maximize the benefits for passengers.

The most important instrument of BEG is competitive tendering. The BEG determines on which Bavarian routes regional trains and commuter trains travel in which time and with which capacity. BEG writes out these transport services and assigns them to the railway undertaking with the most economical offer. With a system of quality controls and financial incentives, BEG ensures that good performance is paying off for the railway companies - and poor performance is penalized.
