As such, the ministry is responsible for:
- to set up the national university education system, to ensure its implementation and to elaborate its reforms;
- to establish and encourage basic and applied scientific research;
- maintain dynamic cultural cooperation, bilateral and international;
- to draw up plans for the development of university higher education, to ensure their execution and to evaluate the university education system;
- to undertake social, sports and cultural activities for the benefit of students;
- to exercise administrative, scientific and educational control over private higher education;
- prepare all draft legislative and regulatory texts concerning university higher education and scientific research;
- to supervise the universities and the national coordination and planning center for scientific and technical research;
- to carry out administrative acts relating to the movable and immovable heritage of university higher education and scientific research, to prepare the budget and to ensure the execution thereof and to manage the personnel who report to it.
