The mission of the Department is to contribute to the implementation of projects in support to public policy and institutional reforms, mainly through technical assistance to administrations, public or parastatal institutions in Sub Saharan Africa, Maghreb, Eastern Europe, Caucasus, Central Asia and Middle East.

The Institutional Department has built seasoned in-house expertise as well as an extensive network of on demand specialists bringing their worldwide experience combined with an in depth knowledge of local conditions to projects in technical areas such as economic development, public finance management, public administration reform, justice and judicial system reform, education and vocational training, policy and legal advice.
