Building highly functional public sector organisations is one of the most persistent and difficult challenges in development, and yet it is crucial for achieving sustained progress, growth and poverty reduction. Phetho Consulting was established in 2011 in response to the demand from the public sector for management advisory and capacity development services.
Assessing institutions and capacity is therefore a central element of preparing and implementing any kind of support, be it a project, sector approach or general budget support programme.
