AFD-CEFEB (Le Centre d'Etudes Financières, Economiques et Bancaires)

All of AFD 's operations closely associate three categories of actors working to maximize the impacts of projects financed by the Agency: AFD Group clients who are at the heart of the implementation of operations , its partners (in the South as in the North) who, without necessarily being direct beneficiaries of the group's assistance, nevertheless contribute to the success of the projects (for example the scientific or technical resource centers, or the co-financiers), and finally the group's employees .

The convergent action of these three categories of stakeholders is a key factor in the success of the projects. To implement short, medium and long-term capacity building actions for the benefit of all of these players, the CEFEB , a study center based in Marseille since 1995, is developing the Corporate University of this " extended family” of the AFD Group on the Agency's key themes.

The CEFEB is thus a center for the transmission of knowledge and exchanges on evolving themes specific to the major subjects of public aid for operational development and action research on these same subjects and themes which are those where AFD has high added value (public-private partnerships, financial innovation for development, implementation of infrastructure projects through local authorities, etc.) compared to other institutions. These are the themes that AFD 's strategy chooses to promote in the international development environment that CEFEB , as the group's corporate university, works for the three types of public contributing to AFD projects . The CEFEB thus aims to transmit knowledge applicable to various long-term development professions and located at the frontier of research-action and AFD 's proven operational practices and techniques in the field.

This corporate University vision highlights the close synergies between CEFEB and the other AFD departments . As far as the group's customers are concerned, it is for the Operations Department (including branches) that the CEFEB is a service provider. For partners, other bilateral actors and multilateral organizations, it is with the Strategy Department that the ties are the closest. Finally, for AFD staff , the CEFEB implements the “internal corporate university” (the “Development professions” cycles in particular) in close collaboration with the AFD Human Resources Department .

From this perspective, it is the content of studies and training (the themes), applicable to the three categories of contributors to the AFD Group's development objectives , which guide CEFEB 's activity .
